A:    a soccer riot.

B:    a Korean labor union riot.

C:    a student riot.

The androgynous figure in the front throwing a stone is certainly not a hooligan.  Just look at his/her left hand. The whole pose looks more like a stylized choreograph about rioting. That rules out a soccer riot. Koreans tend to riot in compact formation, sometimes supported with a flamethrower. So the correct answer is C. This student riot took place in Paris in 1983.
